These terms govern your use of the SAFE918 website, harm reduction services, volunteer participation, donations, and SMS messaging programs.

1. Acceptance

By using this website, requesting a SAFEKit, signing up to volunteer, donating, or enrolling in our SMS messaging program, you agree to these Terms of Service and our Privacy Policy. If you do not agree, please do not use the services.

2. Who SAFE918 is

SAFE918 is a 501(c)(3) nonprofit harm reduction program serving Washington County, Oklahoma and the surrounding region. We are a state-registered harm reduction site under Oklahoma SB 511 and operate in coordination with the Oklahoma State Department of Health (OSDH).

For privacy reasons, some of our mailings and emails go out under the name 918 Resources — including packages addressed from 918 Resources, emails from @918resources.org, and the tracking page at track.918resources.org. 918 Resources is operated by SAFE918; these Terms apply equally to anything you receive under either name.

3. Services

SAFE918 provides free harm reduction supplies (including naloxone kits and fentanyl test strips), peer support, volunteer opportunities, and referrals to recovery and treatment resources. All program services are provided at no cost to participants.

SAFE918 is not a medical provider. Information and supplies we provide are for harm reduction and do not constitute medical advice, diagnosis, or treatment. Naloxone temporarily reverses opioid overdose effects but is not a substitute for emergency medical care. In an active overdose or any medical emergency, call 911 immediately. After administering naloxone, the person should still be evaluated by emergency medical personnel.

4. Eligibility

Anyone in our service area may request harm reduction supplies regardless of identification status, insurance, or ability to pay. Volunteer roles may have additional requirements (training, background-check completion, scheduling availability) and are governed by separate volunteer agreements.

5. SMS messaging

The SAFE918 SMS messaging program is operated under our brand registered with The Campaign Registry under the A2P 10DLC framework, with messages delivered by Twilio Inc. The SMS program covers two recipient groups, filed as separate campaigns so that opt-out scoping is clean: program participants and registered volunteers.

5.1 Consent

By providing your phone number and checking the consent box on this site, signing the consent line on a paper intake form, or consenting verbally on a documented phone call, you agree to the following statement:

“I agree to receive text messages from Safe918 about appointments, shipping updates, and recovery resources. Message frequency varies. Message and data rates may apply. Reply STOP to cancel.”

Consent is per-campaign and is not transferable or assignable. Volunteer-program consent is captured separately during volunteer onboarding and applies only to volunteer-coordination messages.

5.2 Frequency, cost, and opt-out

Message frequency varies. Message and data rates may apply. SAFE918 does not charge for messages, but your mobile carrier may.

Reply STOP, UNSUBSCRIBE, CANCEL, END, or QUIT to opt out of the program SMS campaign you are receiving; opt-outs are honored immediately and a single confirmation is sent. Reply HELP for program contact information. Carriers are not liable for delayed or undelivered messages.

5.3 What we will and will not send

We send transactional messages (appointment confirmations, pickup and shipping updates, volunteer shift reminders, training notices) and program-informational messages (recovery resources, service referrals you have requested). We do not use the program SMS number for marketing, fundraising solicitation, third-party content, affiliate offers, or any messaging unrelated to the harm reduction program. SAFE918 does not sell, rent, or share opt-in lists with any third party.

6. Acceptable use

When using our services, you agree to:

  • Provide accurate information when requesting kits, volunteering, or donating.
  • Use program supplies for personal, community, or harm reduction purposes only — never for resale.
  • Not misuse the SMS program (e.g., providing a phone number you do not own, or impersonating another person).
  • Not use the site or services for any unlawful purpose.

7. Volunteer terms

Volunteer participation is at-will and may be ended by either you or SAFE918 at any time. Volunteers are bound by SAFE918's code of conduct, including strict confidentiality of participant information. Volunteers are not employees and do not accrue compensation, benefits, or employment rights through their participation.

8. Donations

SAFE918 is a 501(c)(3) nonprofit organization. Donations are processed by Stripe and may be tax-deductible to the extent permitted by law. Donations are non-refundable except in cases of verified processing errors (e.g., a duplicate charge), in which case contact [email protected] within 30 days of the charge.

9. Disclaimers

THE SITE, SUPPLIES, AND SERVICES ARE PROVIDED “AS IS” AND “AS AVAILABLE” WITHOUT WARRANTIES OF ANY KIND, WHETHER EXPRESS OR IMPLIED, INCLUDING WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, OR NON-INFRINGEMENT.

Harm reduction supplies provided by SAFE918 are not a substitute for emergency medical care. Participation in the program does not establish a medical, therapeutic, or counseling relationship between you and SAFE918 or its volunteers.

10. Limitation of liability

TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, SAFE918, ITS BOARD, STAFF, AND VOLUNTEERS WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES ARISING FROM OR RELATED TO YOUR USE OF THE SITE OR SERVICES. SAFE918'S TOTAL AGGREGATE LIABILITY TO YOU FOR ANY CLAIM ARISING FROM OR RELATED TO THE SITE OR SERVICES WILL NOT EXCEED ONE HUNDRED US DOLLARS (US$100). Because all program services are provided free of charge, this cap reflects the nominal nature of any consideration given.

11. Indemnification

You agree to indemnify, defend, and hold harmless SAFE918, its board, staff, and volunteers from any claims, losses, liabilities, or expenses arising from your misuse of the site or services, your violation of these terms, or your violation of any law or third-party right.

12. Governing law

These terms are governed by the laws of the State of Oklahoma, without regard to conflict-of-laws principles. Any dispute arising from these terms or the services will be brought exclusively in the state or federal courts located in Washington County, Oklahoma, and you consent to personal jurisdiction there.

13. Changes

We may update these terms from time to time. Material changes affecting SMS consent, donations, or volunteer obligations will be communicated to active participants and volunteers directly. Continued use of the site or services after changes are posted constitutes acceptance of the updated terms.

14. Severability

If any provision of these terms is held invalid or unenforceable, the remaining provisions remain in full force and effect.
